IIRC, the reflector attaches at three points inside the headlamp assembly - one fixed and two movable. Anyway, I had a similar problem a while back in our '96 900SET and found that one of the mounts - the one that is adjusted by the large knob - had detatched from the reflector and couldn't be reattached. I had to replce the whole thing ($190 or so new from eeuroparts, much cheaper from a junkyard). If you remove the assembly from the car and remove the glass lens (careful when you pry the clips off, they tend to fly across the room or hit you in the face) you can get a better idea what is going on, but be very careful not to mess up the reflective surface or cut yourself on the sharp edges.
