To get a peak few seconds of power you can chip it, raise boost and all the other things but you need more air, plain and simple. That means a bigger turbo,and more fuel, you will scarifice low end power. You will not make more power than the turbo can flow air to support it. Boost goes up fast and drops due to inefficiencies of heating the air. THats what I mean about 2-3 seconds of power vs. constant. A free flow air filter will help with non-turbo cars but not much with turbos as the suck all the air they need an dthat is it no more than that, they can help when there is no boost.
When they rate the chips and mods it is always a dyno for a very short time.
