The compressor clutch is magnetic, and if you shine a strong light down on the compressor pulley, you can actually see it engage as the AC compressor cycles on and off.
Compressors seizing up is not an unusual occurance. Initial symptoms could be that the compressor takes some force to start after the clutch engages, making the belt slip for the first second or two of each compressor cycle. You would be able to observe this, and perhaps hear it as well if you watch the belt for a few compressor on/off cycles. So, it is possible, just the explanation is a bit off. Perhaps somebody misquoted the mechanic.
The price seems a "bit" high.
A remanufactured compressor is about $200 (some autopart stores like Advance Autoparts or Autozone stock them), and you can even find them on ebay at a discount. Installing one is 2-3 hours of labor, plus the cost of evacuating and refilling the system with new refrigerant and oil. Most shops that specialize in A/C service recommend replacing the receiver drier canister at the same time (that part is about $60 if aftermarket).
If you think the compressor is starting to seize up, it is best to replace it before it fails. When they do seize up hard, sometimes bits of metal and plastic end up in the condenser which is close to another $200 on this car, or worse, the evaporator (more $$ and a lot of labor to get to).
