Well first off, of course I'll tell you racing on a government owned street is stupid, if you wanna race go to a drag strip, most drags strips will let you race for free anyway, because it makes them money, this isn't coming from an old guy either, I'm a teenager.
You didn't provide anyone with enough information about the other person's car though, Horsepower rating doesn't mean anything at all by itself, other factors go into play in a race as well, such as torque, aerodynamics, gear ratios, of course your suspension, and the driver. For instance a Toyota Celica GT-S of today could smoke a Pontiac Gto from the 70s, because while the gto has extra horsepower, newer cars have better suspension and transmissions.
By your title am I to assume it's a civic?? If it is a civic you have one advantage over him assuming his car has a vtec engine, the vtec has four valves per cylinder just like your saab does, but vtecs don't operate on all four valves until you get from between 2500 and 3000 rpms, obviously meant for economy and not high performance racing, (creating the illusion that you have more power then you actually do if you're the driver of a vtec honda). Meaning that in the first few thousand rpms they'll be lagging several horsepower and foot pounds of torque. If you have a stick and he doesn't then you have the immediate advantage there too (assuming that you take off well a stick will always take off faster then an automatic, in terms of street cars.
But if I'm understanding your message right then I hate people that try to race civics too, it really annoys me, they'll put a cold air intake and an exhaust system on their car and think it has 100 extra horsepower, then they'll put these huge rims on those little civics and the car can't even turn them over.
But I guess I'll just end this saying that you'll beat the car if it's just a civic, because even though the guy says it has 185 hp, most civics come stock with less than 150 hp, and it's hard to get a four cylinder up near the 200 hp mark without going inside the engine or some method of forced induction.
