Tinted glass won't effect radar sensitivity, but metal blocks the signal. On my Viggen, there is a metal band in the section in front of the rear view mirror, and that will block radar. There is still room to install a V-1 in that spot, with the front antenna just below the metal strip, and it seems to work fine there. If you have tinted glass, instead of this metal strip, you have nothing to worry about. Dash mounting puts your V-1 behind the wipers, which will decrease sensitivity.
There is a debate about where to mount for laser reception. Some people say mount low, because police aim at your license plate, others (Mike Valentine) say mount high, because you have a better chance of getting an early warning. His argument is that by the time you have laser aimed at your front plate, it's probably too late. According to his website, mounting behind tinted glass reduces the laser signal, but this is offset by the advantage of having less interfering sunlight. At night, you might see less laser sensitivity behind tinted glass.
Valentineone.com has all sorts of good info on this subject.
Balancing all this out, I usually mount my V-1 on the glass just above the wipers. One advantage of this that you can take the whole thing down and throw it under the seat in about 3 seconds. It's hard to talk your way out of a ticket when you have a V-1 hard-wired over your mirror.
