I agree, not the spark plugs.
Computer watches RPMs via crankshaft position sensor (CPS) and controls the motorized throttle plate to maintain speed. When the vehicle is about to turn on rad cooling fan or AC comperssor, the ECU is notified ahead of time and the throttle is adjusted before the added loads happen. This works well, but can create an audiable grunt, or with an automatic trany in drive, increased vibrations.
If the throttle plate is sticking, there can be some idle speed control problems such as you have. The throttle body needs to be exposed and the TB bore and thottle plate cleaned. Us mild solvent on a cloth, do not go nuts spraying with carb or TB cleaner as the mess in the manifold can trigger CELs and persistant problems... as others have reported. The TB feed pipe is a bit involved to remove, but many have no problem with this. The T7 cannot be run with that not reconnected. The T5 does not care about that.
Might not be as suggested above, but its a process of elimination and the TB cleaning can be considered preventive maintance. Some vehicles will foul their TBs, others will not.
The T5 had a separate idle air control valve. The motorized TB eliminated that, provided a method for traction control and torque limiting and eliminated the need for a cruise control actuator and controller. So the T7 motorized TB created some interesting cost savings for Saab.
Plugs need to be clean and gapped right, injectors need to be clean. If not, those can cause starting problems.
