Did your indy scan all computers?
Maybe your scantool picked up a code from the transmission computer which many are not translated properly since they are proprietary car brand codes and not OBD 2 standard codes.
If he only looked in the Trionic computer it might be a non emission related code somewhere else.
Yes, todays cars also needs to be "ready" to pass smog on many States.
It is a onboard failsafe program that the car will run while you drive the car.
When each emission related device have been activated and deemed in working order, the computer sets a "readiness flag" for it and store that info until the next time the codes are reset or the battery is disconnected.
This is an ongoing project which will lead to that future cars will not need a tail pipe emission test. The smog station will just hook a scanner up to the car and see if the computer is ready, and by that, DMV knows the car is clean.
