Boost Diagnosis, Step 2

Hello All,
First, thanks to Dean for providing the BPC diagnosis procedure. I beleive that I have proved that the BPC is functional. Now I need help with the next part of the diagnosis. The symptoms are low boost pressure under acceleration. The boost pressure gauge maxes out at 1/4 yellow. So far I have done the following:
1) Remove BPC, spray with WD40 and compressed air. There seems to be a path from W to C. R seems to be closed.
2) Check und the TB shroud for loose hoses, none found.
3) Remove W hose from BPC. Immediate boost improvement ... gauge goes into Red.
Now I know that the system can make boost. The next question is, what do I do next? Does this test show that there is a problem with the WGA? Or perhaps with a valve in the BPC? Does anybody have a schematic diagram of a BPC? How many valves does it have? Are they vacuum actuated or electronic?
