You're on the right track. There are one or two rivets made of plastic that hold it on, more or less directly above the tire tread. I'll go look at mine if you can't find them. The backs of the rivets can be found inside the engine compartment. Just push the centers out with a screwdriver and they pop out down below. You put them back in with the reverse.
When you get to the canister, it holds itself in on a wedge-type clip. you push it towards the headlight and up, it pops right off. You may want to disconnect the wire to the fender blinker first so you don't damage it.
