I had the exact same problem with my '00 9-3's drivers seat. I left my window cracked during a thunderstorm a few weeks ago and enough moisture got into the memory buttons to cause a problem.
First, remove the seat side panel...held on with three screws. One on the bottom front and two more hiding behind the little circular covers on the side.
Once you have this loose push the memory button cluster up through the top and unplug. Once removed carefully pry the the cover off. There are 4 rubber tabs on top of the circuit board, remove them and I bet you will see a bit of corrosion. I just cleaned the board and the rubber tabs with rubbing alcohol and put it back together, plugged it in and tested before reassembling everything.
You will probably find that the "manual" electric adjustment slider buttons work fine once you unplug the memory button unit....that is how I eliminated any other items from potential problems.
Reassemble and all has been well since.
Dealers kill me....I bet they did not even check that!
