There is no easy way to drain all the fluid out. To reduce the mess, you can remove the battery to make room, then disconnect one of the hoses under the power steering reservoir and drain some of it into a plastic cup or similar container, but it is a lot of extra work when all you need is to replace the line behind the bumper.

If the line is rusted and you are throwing it away, you can just cut it at the bottom, open the reservoir, and let the fluid drain out. That will not drain the entire system, but replacing the line will not be as messy.

To get to it, remove the grille, both headlights, the plastic air shields under the front of the car, then the bumper and a couple plastic parts on either side of the radiator. Then the power steering line. One end is at the pump, the other one is below the battery on the other side of the radiator. See link below.
