Yes, what you have pictured there is the bumper cover. The entire plastic piece that is the nose of your car is the bumper cover. The bumper is a piece of metal that sits underneath that. No way was the bumper damaged by the amount of damage you show. I do agree with another poster that a body shop might be able to fix that without having to replace it, I dont see any holes that go all the way through so all they have to do is sand it and repaint
