Without examining the car its hard to say for sure whether the work that was done was required, but it could well have been.
If the stanchion arms were worn out then they should be replaced and on 94 and early 95 cars they retail independently for about $245 so if your mechanic got them inside the dealer network then $300 apeice doesn't seem unreasonable. price for fitting seems reasonable too with labor rates being what they are.
Saab changed the suspension setup 1995.5 upward and the new stanchion arms are much cheaper, but require other changes to the front suspension and other parts. These are sometimes available as an upgrade kit. This upgrade kit could be what your tech was originally referring to. I think the labor associated with adding these parts would be quite a bit more. Its a decision most 94 900's have to make at some point... upgrade or repair the front suspension. One option may be preferred but neither is wrong and your tech could have picked the cheapest for you.
Strut support bearings are around $130 for a saab part and fitting is non-trivial so there will be labor their too. But if the source of the noise they could be failing and its worth getting it fixed.
I am afraid much as you could argue that the fix didnt cure the problem, I don't think you would have much or a legal case against somebody who replaced failing parts at a reasonable price.
Your laywer would cost a lot more than just having him replace the support bearing. Honestly I would take it to a different shop, let them diagnose it, if they come to the same conclusion then get firm prices from them and form the original guy and have which ever you trust most execute the repair. Others here can tell you whether the misdiagnosis was reasonble or not but I personally don't think the first guy deliberately ripped you off.
Its worth trying to find a good Saab specialist independent mechanic in your area if you are running an old saab. I think there is a list in this site somewhere if not let people know which city you are closest too and somebody may be able to recommend someone.
