Gas Mileage (Improvements?)

I've been reading that a lot of people are averaging 30+ MPG with their Saab's, especially upgraded/modded ones. I've heard that modded saabs get better mileage than stock.
Unfortunately I'm not seeing that :(
I reset my dash SID computer when I change my oil, so my AVG MPG is for the past 3000 miles or so since my last oil change. Right now, I'm sitting at 24.5mpg. I commute 30 miles to work daily on a highway (65mph). I always set my cruise control at 70. I do have a bit of in-town driving. And I live in Duluth, Minnesota which is on a big hill, but the majority of my miles are on the highway.
I'm filling up my tank every 280 miles. Sometimes I might be able to stretch it to 300, or 310 miles, depending on how long I want to go with my "low fuel" light on.
My car currently has a 3" downpipe, larger than viggen [ebay] intercooler, and a secondhand Nordic Stage 3+ ECU. I'm going to dyno the car in June at a Saab dyno day in Iowa, so I'll be able to see what my AFR's are. But my guess is I'm just runnnig a bit rich on my stock T25 turbo.
Anyone have any suggestions as to why my mileage is so poor when others are getting 32-34mpg?
