Solving radio static - grounding issue

I am one of many, it seems, that get alot of AM radio static. This is especially and issue at 850am (which happens to be my local sports talk show in Boston area). It seems to be a grounding issue. The static will go away a few seconds after I turn off the engine. Also, if a hit a bump the right way, the static will immediately go away, then creep back within 30-60sec.
I few years ago I installed a line filter following a TSB (http://www.townsendimports.com/Saab_TSB_Folder/Saab_TSB_pdfs/367_1713.PDF Interference suppression kit for ICE). However, that seemed to have littler or no affect.
Anyone have the latest & greatest on resolving static issue? My car is a '99 9-3.
