There is no reason why a manual gearbox would not allow the engine to rotate, forward or backward. When the vehicle rolls backwards in reverse, the engine is also rotating in its normal direction.
You need to remove the disc pads, clean the slot edges and pad edges, remove the caliper (do not remove brake line). Remove the rotor, clean sliding points and free things up, lube sliding points, replace rotor and adjust the p-brake shoes. Check that the cable moves freely. If cable rust bound in its jacket, replace that assembly. If you have been using a lot of force to apply the brakes, the cable may also be stretched. When re-fitting the disc pads, put some high temp grease on the slot resting points as a rust preventive.
P-brake shoes should have zero wear and outlast the vehicle. They will wear then they do not move freely and bind. In that situation, only adjusting them is like tightening the noose around your neck.
