If the Throttle Body if fouled, the amount of air is reduced and the Idle Air Control Valve, used on T5 systems, 1994-1990 excluding viggen, will then need to pass more air and operate differently. It should compensate for that ok, but the IAC does foul a lot and needs to be removed from the vehicle and cleaned with a carb cleaner. Be far from the vehicle as the cleaner can harm the paint. You need to open its swing valve with the tip of a sharp object and put something through the valve to keep that open when cleaning.
The IAC can stick and then open too much or stay open then close too much.
Never test the valve with 12 volts, that will damage it. Just clean it.
The TB can be cleaned with carb cleaner or a mild solvent on a cloth. Do not spray or flood the TB with a cleaner as you can have problems starting and get a CEL.
If you have a T7 system, with a mass air flow sensor and turbo, there is no IAC valve, the motorized throttle body performs the AIC function by controlling the throttle plate directly.
Have you used Techron Concentrate? inspected plugs? correct plugs and gap?
