If I'm reading this right you have a 2001 Saab but tried to install a blow off valve and a manual boost control. The problem your having is the Trionic 7 system in your car. In all 9-3's after 2000 Trionic 7 controls every aspect of the car including boost pressure. One on the sensors it uses is a return pressure from you Bleed Valve. That means you would have disabled this system with a plug and the conventional blow off. I bet that the car is sensing that there is no back pressure cutting it and then other sensors are saying boost is too low. That probably is the cause of your pst-pst-pst sound. I'm surprised with all the confusion going on in the system that it hasn't thrown a code at you. I would suggest that you replace all of your parts with the stock ones (including the manual boost controller because it woln't work with T7) and send the parts back to Elk Parts. I would contact GenuineSaab.com and get a Forge BPV (basically a blow off valve) and a open air intake. These were the first upgrades I did on my T7 and they work great together. Good Luck.
