Differences in the 99-02 9-3's

We were looking at the fuel economy numbers on the epa website for our car, and 02 9-3 and ones of prior years and can't figure out why there are different MPG ratings for the same car with the same transmission and engine between 99 and 02...
We were thinking about picking up a nice looking 2000 9-3 se for a second commuter, but according to the epa site it gets quite a bit less mpg than our 02. does anyone know if this is true, or maybe just a difference in reporting? I thought all 9-3's had the same engines from 99-02
