1995 900 s w/ auto tranny

I've been having problems shifting out of park when starting up. I first thought it was brake light switch (no brake lights either). After several attempts, I was never able to find a switch that was wired correctly (Autozone, eeuroparts.com, NAPA, Saab dealer) all provided a switch that closed and opened on opposite poles of how the car was wired. I took the old switch apart, cleaned it, bend the tangs in a bit and it works well - brake lights are functioning, I can shift out of park.

About two weeks later, same problem, only this time the brake lights are still working. I inspect the switch, check it with a multi-meter and everything is ok. I can feel and hear the "click" in the shifter when I depress the brake pedal so I am thinking that the switch is fine - but the transmission still will not unlock when cold.

Sometimes, simply trying several times solves it and off I go. Sometimes there is no problem at all. Sometimes it takes 15+ minutes of pressing the brake pedal and waiting for it to unlock.

I suspect that it is an electrical problem - either an ignition switch or shift lock solenoid not getting enough juice or being on the fritz. Is there a good way to trouble shoot this to determine which? Is there another possible problem that I am overlooking?

A few final observations - it seems to be worse in the cold, but is certainly not consistently so. A few times it seemed to release after I felt the alternator take on a load, but reving the engine on later occasions didn't seem to help it unlock.
