It's not the pressure regulator. By under the back seat I mean inside the car. Just pull up on the front edge of the seat bottom and it will pop out. It's just held in with clips.
Another post reminded me that sometimes it's just a cracked hose and the most common hose that cracks is the one from the purge valve to the throttle. There ia a larger black hose at the base of the throttle near the firewall. it can crack at the throttle. If you follow that hose over towards the air filter area you will find the other end attached to the purge valve.
Furthermore, cars have activated charcoal cannisters to absorb fuel vapor evaporating as the car sits. This charcoal would become saturated if the vapors were not drawn off. The purge valve opens to draw these vapors into the engine and burn them when the engine is running. By law 1996 and newer cars can not release these vapors into the air and the cars computer must test the system for leaks periodically. If the test fails, on with the CEL.
