Only a cheap fool cuts a hole in the floor pan to change the pump.
Some people that have done it has also severed electrical wiring to ABS system.
That said, I have no clue why Saab elected to make a hole in the first place, too small and located to far right to be of any help but my gut feeling is that it was an idiot designer or engineer coming up with the idea and also maybe accidentally turned the blue print upside down when it was to cut the sheet metal.
On the 9-5 model, they got it right and you can change the pump through that hole but then again, on the 9-3SS you have to drop the tank like so may other cars nowadays.
Do it right and drop the tank if you want to change the pump.
With an empty tank it is not that much problem to remove it.
