I'm still not totally clear which fan you're referring to though I'm thinking it is the fan directly behind the radiator. You also use the term "fans" (plural) though my parts manual shows only a single fan for a '97 900 so that confuses me as well.
Assuming it is the fan behind the radiator, it only runs on demand. It is controlled by the coolant temp sensor and the integrated electronics control module. So, unless either of those devices senses that there is a need for the fan to run, there would be no power at the fan. If you send me your email address (click on my name), I can email you a schematic of the fan control circuit.
