I've had 2 Saabs, 1994 and 1995 900S', both have had pulleys blow (I think it's the same as your 9-3. On the second car I blew out the back of the tensioner by not having my breaker bar inserted all the way when I went to put the belt back on.
In ALL 3 cases of replacing pulleys, I have done the work from the top-side by working with varios combinations of tools. Shallow sockets and wrenches, I believe.
My tensioner was a little tricker due to the sub-zero conditions. Can't remember the exact way I pulled it off. All of this said... to look again on getting in between the pulley and the inner fender... I think you're selling yourself short.
