3500RPM is about the point that you should be able to generate enough boost to cause a fuel cut. I don't know what overboost does in the newer models with the T7 control system. In my NG900 with the T5 when I suffered overboost and fuel cut, the car would buck as the engine lost power, then a second later when the boost was back to normal it would regain power and slam into full power causing a vicious cycle if I allowed it to continue. I'm sure you can imagine the discomfort that would cause passengers and the stress that would put on the transmission, so it would only make sense that Saab would have changed the way the engine handled overboost when they updated to the T7 system. The boost pressure control solenoid, also known as the APC solenoid is a common failure and will either cause overboost or a base boost condition when it goes.
