First off, you won't see much movement in the shoes compared to the lever. With that said, you're most likely on the right track, rust has probably seized the cable or some other parts. You can lubricate things, but you might not be able to get the seized parts loose. Anywhere you can find access to the cable you should spray liberal amounts of penetrating lubricant, then work the lever, then spray more liberal amounts, then work the lever, then keep doing this until long after you've grown tired of doing so.
