I just installed a cable myself last week. I bought the Scan Tech from eEuro for $55. I think it took me two to three hours to crawl under there in a crowded garage.
I think the Scan Tech quality for my '96 was quite fine. The hardest part of the installation is routing the cable over/around the gas tank. Though if your gas tank straps are rusted you might be looking at needing to replace those. Though if they are quite rusted like mine were a few years ago you can twist and break them right off.
If you are going through the trouble of lubing the cable to save some time I might suggest just going ahead and installing the cable. You'd probably would have to readjust the shoes anyway and that is a pain. but you can follow the directions from platonoff.com.
Either way, always use your parking brake in the winter. Otherwise, it will just freeze up again.
