In my opinion, it's a good idea to have the old pad on the piston while pushing it back. Not only does this protect the piston, it also helps direct the force along the axis of travel.
I learned this when my dad tried pushing a piston back on his Volvo using a cheap screw-press tool from an auto parts store. He had it directly on the piston, but must have been just enough off-axis that the piston was binding, and he bent the tool!
I had great success using a Bessey double-head C-clamp I got at Lowe's. It was under $10 and has come in handy a number of times now!
I would try the clamp with the pad, and if it still feels unusually difficult, then maybe a rebuild or replacement is in order.
