In the interest of safety, you have to replace all four, like the tire store says. It is too late to just buy 1 or 2 and rotate them through until the tires are all the same. You need good rubber on the back at all times because it is lighter and the weight shifts to the front during panic stops. (5,000 miles is the recommended rotation schedule.) With 12,000 miles on the remaining good front tire, you are at the point where the sticky rubber is probably about gone and you are on the "normal" rubber. And it will not clear snow and slush as good.
I say buy two new tires right now for the back, put the two backs on the front. Next month, buy two more new ones and replace the front. Then go with the recommended tire rotation schedule.
