You should be able to repair it if it hasn't deteriorated too much. The same thing was happening to my 1997 on the right side so I removed the shock and scraped away as much rust as I could. Then after applying rust neutralizer and undercoating, I reassembled everything. Don't forget to put sealant on the rubber bushing to keep water out.
A fender washer might work if you need to weld on some support. There's not much space in the recessed area where the shock bolts to the body.
