I just did the repair on my 1999 using the instructions from genuinesaab.com (make sure you print all the sections). The procedure has you lubricate the internal drum (the part that is binding) and install large screws into the side of the heater The main thing that the screws do is to pull on or distort the outer case of the heater box. This pulls it away from the internal drum that is essentially rubbing against the inside of the box and getting bound up due to friction.
You will need to order the screws (part# 79 76 897) and lubrcant (part# 87 81 718) that are noted in the TSB. I was able to get them from eeurparts. I only ordered the screws (wish I had ordered both since you might as well do it right while it is apart). The procedure was pretty easy, I was finished in about an hour.
As the directions indicate, you will need to put a new screw on either side of the heater box in a location that previous does not have one.
The only problem I ran into is figuring out the proper placement of the screw. There is an illustration in the TSB and it is actually pretty good. However, when looking at the actual car, it just doesnt appear that the screw will fit or even belongs in the location illustrated. I wish I had taken a picture to share with the board, but shove it into the location that is illustrated (if memory serves me correctly it is an rectangulat piece that is on the side of the heater box). You will need to press firmly while you turn the screw in order to get the threads started. Put the screw in only a few turns (TSB states 10mm). The screw will be sticking out quite a bit....avaoid the temptation to screw it in further.
Repeat on the other side, and you will should be working pretty smoothly after that.
Oh, and try to post pictures if you have the ability. It will make it much easier for others in the future.
