22MPG mixed is low, and the rough cold idle is a sign there's a small issue. How are the spark plugs? They absolutely must be proper NGK plugs, and copper cores are better than platinum or any of the other gimmick metals. You could potentially have dirty fuel injectors, a good additive will help that in a tank or two; Techron is excellent but can be difficult to find, Lucas injector cleaner works well, and SeaFoam is another good product. Stay clear of the cheap products, they're really only good for keeping clean injectors from getting dirty. Gasoline can also make a big difference in these engines, get the highest octane available from select stations that offer high detergent concentrations. After you have verified the engine has clean, properly gapped NGK spark plugs, and you have a fresh tank of fuel in there with a bottle of a good fuel system treatment, get the car out on the highway and take a drive for an hour or so. While you're on that drive do several full throttle pulls from a low speed to as fast as you're comfortable going, this will allow the engine and injectors to blow any gunk out.
