Technically they aren't relays - that's why they fail in fact - but they pretty much act like one otherwise -
They fail on the 9000 and the 9-5 as well. It's a small circuit board with some op-amps and resistors that control the high/low beams and he's correct that when they start to fail it burns your high beams out.
We took them apart and found that the solder joint at the connectors on the bottom of the board fails due to cold solder joints, that's why rough roads make the problem worse. I've found they can be permanently fixed by HOT soldering with silver solder and repairing all the joints.
Find someone who can repair yours (probably through online) as even the new replacements eventually fail the same way after 5 or so years and are much more expensive!
