New Shocks???

My 00 9-3 SE with 120K, does not hold a line at highway speeds on a curve with stutter bumps from a poor highway. The car will drift to the outside. Is this a sign my shocks are shot?
If so, what should I replace with? Spings too? DIY job? What else to do at the same time? I am running 17" Aero wheels from an 04 9-5, if that makes a difference.
TIA
