1: They've been doing that in Europe for some years now. US market is only now waking up (again) to the promise of Diesel power.
2: New V6 is completely different design.
3: I hope they do this too.
4: Highly unlikely to happen. Saab (or any other maker...) doesn't make their cars hard to work on, they make them to be easy and fast to assemble. Rarely do the two agree, unfortunately, and if they tried to make them that way, the cars would be 20% larger (so you could access everything) and cost 50% more. The only way you could make the belt easier to swap on a V6, would be to turn the motor 90 degrees, and Saab's not going to go that route!
Let's not forget that people want a small car, and lots of power... Something has to give!
If you built the Classic 900s today, they'd probably have to cost nearly $60k for all the labor that goes into assembling one! 9-5s were assembled in less than half the time, and that's a larger car, with a lot more stuff in it.
The size of the head (10mm, 12, 15, 17, etc.) of a fastener is directly related to the size (bolt diameter & thread pitch) and strength of the fastener. The proliferation of sizes is probably due to an attempt to lower costs. Rather than using fasteners at even intervals (6mm, 8, 10, 12, etc.), they use the intermediate steps where appropriate. Putting too small a fastener, you risk breakage, and an oversize one costs too much, so you get the one in between (like a 9mm...).
Also, there simply may not be room for the larger fastener in the block or other device. Everything is trying to get smaller.
In GM's world, saving 2 cents per bolt on a car means a lot of dollars, but I wonder if they take into account the added warehousing, documenting, and order fulfillment problems for having to warehouse 2,000 different fasteners vs only 1,000...
