No cold air

Alright fellow Saabers, having a rather significant issue with my air conditioning system. Here's my tale:
99 9-3 base, 217k miles. Manual climate control. Two-part problem (maybe)...
Compressor finally bit the dust last week. Has since been replaced along with 1st set of lines going back into compressor (damaged the flange when replacing it, major bummer!). System reassembled, vacuum put on for approx 45 minutes to get all the moisture/gunk out. Initially, compressor will not engage, but have been able to temporarily jump it off straight from the battery. Not getting any voltage from what should be the the hot wire going back into the electrical system. So, there's my first question...why would I not be getting any voltage now? Is there a module or switch somewhere that may be malfunctioning? I also checked the A/C fuse and tested it, it is intact.
Now, onto part 2: 5 oz. of compressor oil along with 134a put in the system and it's properly charged and holding (reading approx 50 psi on low side / 250 on high side). However, I'm still not getting any cold air in my cabin. As a matter of fact, the air is neither hot nor cold when the a/c system is engaged. (Again, using a jumper wire at this point). Any ideas? Blower motor is working just fine and the damper is connected properly. Reminder that this is the manually controlled system.
Any help you can offer is greatly appreciated!
