Power Steering Questions

I have a '99 9-3 base. A couple days ago my power steering started groaning. Checked the reservoir and it was empty. Searched this board and read many posts indicating that ONLY the proper 'liquid gold' fluid should be used. Not being able to get my hands on any locally, I bought the Prestone fluid that states it's GM compatible as my SAAB manual states that it can be topped with GM fluid in case of emergency. So I have a few questions:
Would it have better to run the car with the PS fluid empty rather than with 'incorrect' fluid?
What's different about the SAAB power steering system from other GM cars that would warrant this specific fluid?
What is the potential for damage of having 'non-compatible' fluids in the system?
If the power steering system fails for any reason, will the car be fine without power steering, or might other things be impacted?
