You're doing well! I get about 15-16 in the city.

Everyone has the own idea of what "city driving" is but I am talking about very short 2-3 mile trips with maybe 20 stop lights in that stretch, and lots of short accelerations.

Premium gas and tires with lower rolling resistance would help. On my 15" snow tires I get about 18. Turn off your AC and you might eek out a little more.

On the plus side, outside of a hybrid and/or subcompact, I can't imagine any car doing well in those circumstances.
