We had a '99 9³SE auto (non-HOT) for 8 yrs before it got totaled. My wife would typically get 20-21 mpg in city-only driving. She's got a lead foot & doesn't like to coast (accelerating & braking is her driving style!). I'd expect the HOT version to get a little less than what we got.
I did what I could to make the car more fuel efficient. Better breathing (both intake & exhaust) helps with efficiency as long as you don't get lured into constantly gunning it. If you're running copper plugs, regular plug gapping & replacement helps IMO. Oil selection also contributes to fuel efficiency, with Group IV (PAO) 0W-40 being the best balance between protection & economy. Smaller/narrower tires also help, so 205/50-16 will be more efficient than 205/55-16 or 215/45-17. (Brand differences can be significant, with the same size weighing as much as 8-10 lbs more PER TIRE in one brand than another!)
We've now had an '02 9³SE HOT auto for the past 2 yrs & she gets about 24-25 mpg in city-only driving. (I can routinely get 36 mpg on the hwy in it!) So yes, the T7 system is MUCH more fuel efficient.
Unfortunately, the trade-off is greater oil stress & a huge potential for engine sludging if you're not extremely careful. I used to go 10,000 miles between changes of M1 5W-40 in the '99. Now there's no way I'll go past 5,000 mi OCIs. So what I'm saving in fuel I'm spending on syn oil!
