crank but no start

I'm working on an 01 9-3 se convertible. It will crank but not start. I suspect the CPS is the problem, but I understand this isn't the normal failure mode for them. It is ice cold.
The DI cassette is not the problem, I have two known good ones, and neither would start the car. The plugs are in decent shape. When the key is turned to the on position, you can hear the fuel pump run, and there is fuel at the fuel rail. I checked the voltage at the pump, and there is 12 volts when you turn the car to on, and while cranking. I also tried to start the car on starting fluid. Not even a hickup.
The is an open circut between pins 1&2 on the CPS. Actually, it is open between all of the pins on CPS. That is what leads me to believe that it is bad, but the fact that the fuel pump continues to get voltage while cranking is throwing me off.
I also put a plug in the removed DI cassette and grounded it while cranking. There is no spark.
Any ideas before I order a CPS?
