Front end noise

I have a 2001 convertible. There's a low pitched hum coming from my front end. It sounds like whuu, whuu, whuu and increases and decreases in relation to the speed I'm going. It makes the noise even when I drift with the tranny in neutral and the clutch to the floor. It doesn't change when I touch the brakes or turn the car hard to left or right. I jacked the front end up and turned the wheels by hand but can't replicate the noise that way. I moved tires back to front but it didn't chance a thing. I even switched out the tires from my other Saab -- no change. I even have taken a stethoscope, extended it with tubing and attached it to various parts of the front end but can't isolate the noise. The stethoscope trick has worked for me many times in the past. I can hear the brakes being applied for example, but not that noise. If it's not the tires, cv joints, brakes, brake backing plates, or bearings (none of which it seems to be) what else is there? Help
