If you are up to soldering, do a search for the relay for the lights on the board. The orange relay is a common problem for the lights working. the search might also help narrow down the symptoms to the relay, so that if it is the cause then paying for a new one won't be a waste. They are $30-40.
The turn signal stalk isn't normally the culprit for lights not working. Usually, what happens is that the switch won't stay in place when turning.
I'd gamble and say it is the relay.
