Bender, I dropped the tank last fall on my '01, which has spent its whole life in the northeastern US. I found that the straps have a rubberized coating, which had peeled off in places, but they were not so corroded as to need replacement.
I was unable to remove the nut from the end of one strap, but the bracket on the body has a keyhole-shaped slot, so after loosening the nut just a couple of turns, I was able to slide it through the keyhole to remove the strap. I considered using a nut splitter while I had the strap off, but was able to get everything back together when the job was done.
Just in case I had broken one of the hook-bolts, I bought some similarly sized J-bolts and nuts from the hardware store. A few dollars for those was cheaper insurance than actually buying one or a pair of new straps at nearly $40 each. Would have been a little bit tricky to wrangle the hook-bolts loose from the end of the straps, though.
To put it in perspective, loosening the lock ring that holds the fuel pump into the tank was a lot more time-consuming than dealing with the straps!
