This is the critical piece. I have the SE version (daughter's car), also a '99. Same features as you list, but with an automatic. The SE was more badge than anything else, although it may have a slightly more potent engine. I've never been sure.
We got the '99 in 2009 with 138K on it for $3500. Maybe a bit high, but we knew the seller, had all the service records, and it was always worked on by the dealer or my #1 indy. The records and condition of the care are what made the deal. I found others for up to $1,000 less, but they had spotty or no history.
Go less by the KBB value (they are just guidelines) and more by the condition of the car and what you know about it.
