Low brake pedal and all brakes locking up

Just put all new front and rear pads and new rear rotors on 99 automatic, bled all 4 wheels manually. now the brakes are always on unless I lift the brake pedal up all the time. Ran up and down road to bed pads in but no luck,,I checked the brake booster vacuum line for oil and it was dry..will check vacuum suction next. No brake issues until now. seems to be a return issue with all four brakes,, raised all four wheels to spin them and all have heavy drag..car is not very driveable unless I lift the brake pedal up all the time..checked and calipers are not sticking either.
