The exact same thing happened on my daughter's 1999 9-3SE and really caught me off guard. I had recently replaced all the brakes and I was just taking it for a spin to see how the new ceramic pads were working out. After a couple of warm-up stops, I slammed the brakes on to simulate a panic stop and that plastic trim piece caught the pedal. Here I am in the middle of a main road and the car won't budge! I managed to hook my foot under the brake pedal and pull it up enough to pull off the road. One of the plastic push-pin rivets was missing on that panel and that allowed the panel to jam the pedal.
