loose steering problem

I have fought with the steering of my viggen since I bought it
after lots of painful and other expensive crap I have determined that it is the clamp (which does not hard enough) at the left side of part 4842902
where it clamps onto the steering rack.
I have never had good luck with shims (at least on bicycle cranks)
has anyone else seen this problem,
if I did buy a new part would clamp or if it is the rack that wears ?
I wonder could I just drill a tapered hole and put one of those pins from a trans linkage in it :)
