Nicking pinion splines and steering column jaws with a triangular file should show which is harder. If jaws are touching when bolt is tightened, you might try opening jaw gap with a flat file or grinder, to see if this improves tightness when clamped. If splines on pinion or column clamp are worn, then replace the worn part. Pull-n-Pay prices here are: $33 for rack&pinion and $37 for steering column plus your labor cost. Careful of the airbag and clock spring when working with column. When refitting column, the lower support clamp to underside of dash has to be positioned just right, or else it will squeak when turning the steering wheel. Also may want to replace ball bearing behind clock spring while column is out. Loose bearing causes steering wheel to thump when going over bumps.
