Front rotor wear

The front rotors of my 2000 SE vert have a strange wear pattern where the outermost 1/2 - 3/4 inch is rusty and not worn down at all. I assume the pads aren't touching the rotor there.
What would cause this? I'll get new rotors and pads, should I also assume I need new calipers?
This is on both sides, but a bit worse on the driver's side.
