That kind of sounds strange that the ECU would wake up and run the EVAP ground signal commands to purge and shut off valve using the Tech 2 but would not do the same when it runs its own test.
The only way to verify that would be to hook up a test bulb between battery power and the ground wire to valves and then drive the car until it runs its test and see if it turns on the ground.
I'm surprised that the EVAP purge valve was not replaced but the EVAP shut off valve was.
The EVAP purge valve is notorious to fail when hot and work perfectly when cold again so it could very well pass a bench test and then fail again when the car has been driven for awhile.
